Opticians: How to Choose Your Electronic Invoicing Platform?

The Timeline

The first deadlines of the electronic invoicing reform will take effect as early as 2026.

The rollout of the reform will take place in two stages:

– September 1, 2026: Mandatory receipt of electronic invoices for all businesses

From this date, all French businesses subject to VAT will be required to be able to receive electronic invoices. Even if you are not yet required to issue your own invoices electronically, you must have a platform that allows you to receive invoices from your suppliers.

For optical professionals, this means being able to receive electronic invoices from lens manufacturers, frame manufacturers, equipment suppliers, and other business partners already subject to the electronic invoicing issuance requirement.

– September 1, 2027: Mandatory issuance of electronic invoices for SMEs, very small businesses, and micro-enterprises

One year later, the obligation will be extended to the issuance of electronic invoices for SMEs, very small businesses (VSEs), and micro-enterprises. From this date onward, PDF invoices sent by email will no longer be considered compliant for B2B transactions covered by the reform. Invoices will have to be transmitted through a platform officially recognized by the French tax authorities.

Why Equip Yourself Now?

Choosing your electronic invoicing platform ahead of time gives you the opportunity to prepare for the transition effectively. It allows you to train your teams, ensure compatibility with the business software you already use, and complete all necessary technical integrations under optimal conditions, without disrupting your operations.

What the Law Says

In the eye health sector, your patients’ health data falls under your responsibility. Whether you are an optician, audiologist, lens manufacturer, or another player in the industry, you are responsible for the confidentiality and security of the information you collect and process.

The selection of your service providers should therefore not be taken lightly. The solutions you use on a daily basis, particularly for management and invoicing, must comply with security, hosting, and regulatory requirements. This is why the certifications held by your providers are an important indicator in your selection process.

Article L1111-8 of the French Public Health Code regulates the hosting of personal health data:

« Toute personne qui héberge des données de santé à caractère personnel recueillies à l’occasion d’activités de prévention, de diagnostic ou de soins doit réaliser cet hébergement dans les conditions prévues par la loi. L’hébergeur de ces données sur support numérique doit être titulaire d’un certificat de conformité délivré par un organisme de certification accrédité. »

Concretely, how can you identify a compliant electronic invoicing solution without spending hours analysing regulations?

Two key criteria should guide your assessment:

  • The software provider or hosting company must hold HDS (Health Data Hosting) certification.
  • The electronic invoicing platform must be listed among the platforms approved by the tax authorities within the framework of the electronic invoicing reform.

To verify this information, you can rely on official government sources:

  • The list of platforms recognised by the tax authorities:

https://www.impots.gouv.fr/je-consulte-la-liste-des-plateformes-agreees

  • The list of certified HDS hosting providers:

https://esante.gouv.fr/offres-services/hds/liste-des-hebergeurs-certifies

By referring to these two official resources, you can ensure your business remains compliant while maintaining your patients’ trust.

Mistakes to Avoid When Choosing Your Platform

Some common mistakes are frequently made when selecting an electronic invoicing platform and can make the transition more challenging:

  • Waiting until the last minute to implement a solution
  • Basing your decision solely on price without considering compliance requirements and contractual commitments
  • Choosing a non-HDS-certified solution when it processes health data
  • Overlooking compatibility with existing business software
  • Underestimating the time required to integrate the solution (testing, configuration, and data migration)
